ATIBT supports its members in using the Information System under the EUDR

In implementing the European Union Deforestation Regulation (EUDR), the European Commission is developing an information system where operators will submit their Due Diligence Statement. It is also offering training materials ahead of the platform’s expected launch in December 2024.

As part of the EUDR application, this platform plays a central role in ensuring operators and traders comply with the new regulation, especially for submitting the Due Diligence Statement (DDS). On October 21, 2024, ATIBT participated in a training session on platform use, hosted by representatives from the European Commission (DG ENV). This training covered how to navigate the platform, submit a DDS, use the “copy as new” function, apply advanced search filters, and manage multiple roles, which determine actions available for operators, traders, or representatives.

Note that these sessions are primarily aimed at companies required to submit due diligence statements in the information system under the EUDR, specifically operators, traders, their authorized representatives, and supporting associations.

In November, the European Commission’s Information System (IS) will open for operators to register. By December, the platform will be accessible, allowing you to start submitting DDS to test the system before full enforcement.

 

Hosting the Information System (IS) on TRACES
The Information System will be integrated within TRACES, a tool for managing and tracking the trade flows of products under EU regulations, already used for FLEGT procedures. This system will allow operators to submit their Due Diligence Statements (DDS) and ensure traceability for products being imported, exported, or produced within the EU.


The required DDS submission details are outlined in Annex 2 of the regulation and include:

  • Operator/trader contact details,
  • Product description (trade and scientific names, quantity, etc.),
  • Country of production and geolocation data,
  • Reference to a previous DDS (if applicable),
  • Declaration certifying that due diligence has been performed.

 

How to Access the Information System via TRACES
Here are the steps to access the Information System on the TRACES platform, under the EUDR section. Each step is detailed in the EUDR Information System user guide:

  1. Create an EU Login account: The first step is to create an EU Login account, the unique identifier for accessing several European Commission services. Visit the EU Login registration page to create an account.
  2. Enable two-factor authentication: Once your account is created, activate two-factor authentication to secure your access to the platform.
  3. Request a role on the EUDR platform: After account creation, visit the homepage of the platform at eudr.webcloud.ec.europa.eu and select a role based on your activity (economic operator or competent authority). This role determines the actions you can perform on the platform.
  4. Access the EUDR homepage: Once logged in and your role is validated, access the EUDR homepage via "Documents > EU Deforestation."

There, you will find a dashboard for tracking and managing your DDS.

  

Creating and Managing Due Diligence Statements (DDS)

Once on the EUDR platform, you can:

  • Create a new DDS if you are the first placer on the market (upstream operator), by entering the required information, including geolocation data for production areas using a GeoJson file or the integrated GeoEditor tool. Public information is limited; the disclosure of geolocation data depends on the upstream supplier’s decision.
  • Submit and track DDS, with the ability to edit, duplicate, or withdraw them depending on their status. After verifying all details, click "Submit," then "Confirm and sign." Once approved, the DDS will receive a unique reference number.
  • Refer to your supplier’s DDS: If you are a downstream operator or large trader, you can refer to your supplier’s DDS. Product information must be re-entered (with possible quantity adjustments, etc.). Only geolocation data can be avoided by referencing the supplier’s DDS. After verification, click "Submit," then "Confirm and sign." Once approved, the DDS will receive a unique reference number.

Prepare Now
We encourage you to contact your suppliers now to request the necessary documents, such as GPS points (if you are the first placer on the market) and other required information for due diligence (proof of zero deforestation, legality, traceability data, etc.). These elements are essential to ensure EUDR compliance. We recommend registering as soon as possible and participating in the upcoming training sessions to become familiar with the tool before the compliance deadline.
