RDUE: agreement on one-year postponement and launch of information system

09.12.2024

The European co-legislators reached agreement on postponing the entry into force of the EUDR regulation to December 2025. At the same time, the information system for due diligence declarations is now operational.

Agreement on the postponement of the regulation:

During negotiations on December 3, the EU co-legislators (European Parliament, Council and Commission) reached an agreement on the EUDR regulation. Here are the main decisions:

  • Application of the EUDR has been postponed to December 30, 2025 for large companies and June 30, 2026 for SMEs, i.e. an additional 12 months.
  • No new risk categories (“zero risk”) will be introduced.
  • For countries demonstrating good sustainable forest management practices, measures to simplify and reduce administrative burdens will be assessed at future reviews, scheduled for June 30, 2028 at the latest.
  • The Commission undertakes to make the online information system and operational risk classification available at least six months before the new application date.
  • An “emergency brake” clause would allow the regulation to be postponed again if the online platform is not fully operational or if the risk classifications are not published at least six months before the date of entry into force.

For this agreement to enter into force, the text must be validated by the Parliament at its plenary session (December 16-19) and by the Council, then published in the EU's Official Journal before the end of the year.

Launch of the EUDR information system
At the same time, the European Commission announced the official launch of the EDUR information system, now available for the management and submission of due diligence declarations.

  • LIVE server: Accessible here, this server enables the submission of declarations with legal value for products placed on the market or exported after the entry into force of the regulation (which may be subject to control by the competent authorities).
  • Training platform: The ACCEPTANCE server, accessible here, is a replica dedicated to training. Declarations submitted on this platform have no legal value.

Please note that both the LIVE server and the ACCEPTANCE training server are available in all official languages of the European Union.
Detailed information on the information system, including training videos and a detailed user guide outlining the steps involved in registration, is available on the dedicated website. Training sessions explaining the system's functionalities are currently underway. Further training sessions will be announced on the EU website. Don't hesitate to read or re-read our previous article on the information system, where you'll find instructions on how to register on the EU system.

In addition, the implementing act for the information system has been published in the Official Journal of the EU, and the European Commission has announced that it will go live.

In addition to the user guide and training materials for the information system, new training dates are proposed by the Commission:
